Can I Send a QES-Based Signature Request to Multiple Recipients?

Published:

Yes, you can send a Qualified Electronic Signature (QES) request to multiple recipients. However, certain rules must be followed to ensure QES is enabled for all signers.

Core Rules for QES with Multiple Recipients

1. Sequential Signing Required

  • Each signer must have a unique signing order.
  • QES works only when the signing flow is strictly sequential, without duplicate order numbers.

2. Parallel Signing Not Allowed

  • If two or more recipients share the same signing order, QES is disabled for all signers except the final signer in that sequence.

3. No Duplicate Order Numbers

  • To enable QES for all recipients, every signer must have a distinct signing order.

QES Eligibility Based on Signing Order Scenarios

Scenario Signing Order Multiple QES Enabled for All Result
Valid Sequential 1 → 2 → 3 Yes All signers are eligible for QES
Valid Non linear Sequential 3 → 1 → 2 Yes All signers are eligible for QES (order can be arbitrary but must be unique)
Parallel Signing 1 → (2, 2) → 3 No Only the final signer is eligible for QES
All Parallel (1, 1, 1) No Only the final signer is eligible for QES
Duplicate Orders 1 → 2 → 2 → 3 No Only the final signer is eligible for QES
